Even though they share the same Kodaira symbol, they might be different Tamagawa numbers.
The Tamagawa number changes depending on whether the reduction is split or not. When the slope of the tangent line before blow-up is not included in F_p (non-split), the action of the absolute Galois group of F_p on the exceptional factor after blow-up also changes.
